Dans un message précédant la cérémonie d’investiture, le président Yaya Jammeh élu pour un nouveau mandat de 5 ans avec un score de 72% des voix exprimées a menacé les partisans du moindre effort. A ces derniers, il a prédit un avenir sombre.
Toujours égal à lui-même, le président Yaya Jammeh a encore fait trembler de peur ses compatriotes lors de son investiture. Dans un message diffusé par la télévision gambienne, le président Gambien élu en novembre pour un nouveau mandat de cinq ans a promis la géhenne aux paresseux. « Je serai plus dangereux les cinq prochaines années que je ne l'ai été quand j'étais encore en uniforme, parce que les gens doivent changer leur comportement au travail », a-t-il averti. Versant dans les menaces, le jeune président dira: « Vous ne pouvez pas être dans vos bureaux tous les jours à ne rien faire ou laisser la plus grande charge de travail à une poignée de personnes et, à la fin de la journée, espérer être payés. Cela doit s'arrêter. Ou vous travaillez, ou vous démissionnez ou vous allez en prison ». Vaut mieux prévenir que guérir...

En Janvier, 2012 (15:36 PM)In a well-attended inauguration ceremony held at the Independence Stadium in Bakau under the theme “Gambians united to build an Economic Superpower”, the Gambian leader swore to execute the functions of the Office of the President; to preserve and defend the constitution of the country; to do right to all manners of persons according to law without fear or favour, affection or ill-will; as well as to be faithful and bear true allegiance to the country according to the law. The oath was administered by the chief justice of The Gambia, Emmanuel Agim.
The Stadium was filled to capacity by tens of thousands of Gambians and non-Gambians alike that turned out to grace the occasion. Among the foreign heads of state and dignitaries present were the presidents of the Republics of Mauritania, Senegal, and Sierra Leone; their Excellencies Mohamed Ould Abdul Aziz, Maitre Abdoulaye Wade, and Ernest Bai Koroma respectively; the prime ministers of Guinea Bissau, Rwanda and Swaziland; the legislative heads of Algeria, Gabon, and Ethiopia; the Foreign Affairs minister of Taiwan, amongst other foreign delegations within and outside the continent.
Also in attendance was the mother of President Jammeh, Aja Fatou Ashombe Bojang; First Lady Madam Zineb Yahya Jammeh; and two former presidents in the persons of Sir Dawda Kairaba Jawara of The Gambia, and General Olusegun Obasanjo of the Federal Republic of Nigeria.
Delivering his speech after inspecting the military parade, the Gambian leader thanked Gambians for the solidarity, confidence and trust that they have demonstrated in the immediate-past election. He said the Gambian people have not only spoken through the ballot box, but have also projected their resolve, will and conviction to channel the progress and development of this country through him and his government.
The president averred that the 72 percent votes cast for him out of a monumental voter turnout of 83 percent under a free, fair and transparent electoral process, is a decisive and convincing victory by all standards. Commenting on the theme “Gambians united to build an Economic Superpower”, the Gambian leader stressed that the achievements of the past 17 years convinced them that they can attain a lot more if the citizens unite under one umbrella and work diligently and honestly in the best interest of everyone. He pledged his resolve to take the citizens to the “promised land” of what he called an “undisputable Economic Superpower, Allah willing, in the not too distant future.”
His words: “It must be appreciated that in our context, being an economic superpower connotes being a great nation of dignified and self-dependent people guided by sublime values; people who are proud of being what they are – that is Gambians. This implies further being Gambians that are politically, socially, morally, psychologically and, above all, economically independent and able to live by our principles, sustained by our resources, and setting our own standards and looking up to only the Almighty Allah in whose benevolent hands we place our collective destiny.”
In outlining his key policies and priorities in the coming years with reference to the newly launched Programme for Accelerated Growth and Employment (PAGE), the president said the beginning of his term coincides strategically with the PAGE’s Phase One implementation, which he said spells out his government’s strategic priorities and activities for the period 2012-2015. The hallmark of the PAGE, he said, is dynamic and transformative, thus it has the propensity to transition The Gambia into a highly developed country, with highest standards for the citizenry.
His explains: “The key components of this comprehensive national programme are designed to accelerate and sustain economic growth; eliminate poverty; build ultra modern infrastructure for a safer and better transportation system; guarantee universal access to affordable energy, and enhance a modern information and communications technology network for efficient utilisation.
To attain and sustain all the envisioned outcomes, the PAGE also focuses prominently on intense human capital development for employability, with corresponding and carefully targeted health service interventions crafted to nurture a healthy populace. All these will be interfaced with strengthening and reinforcing the existing governance systems, structures and procedures, whilst stamping out corruption and other evil practices that undermine development endeavours.”
Key sectors
The Gambian leader, whose statement touched almost all the sectors crucial to development, outlined that the growth sectors, cognizant of their significant contribution to the economy, will in the next five years be subjected to significant reforms.
Agriculture
He said the agriculture sector will have to exploit the advantages that go with existing technologies to transform its characteristically traditional modes of production and align their interventions with modern developments and pre-determined outputs.
Tourism
Vigorous efforts, according to the Gambian leader will be made to revolutionise the Tourism sector with a view to making the country a world-class tourist destination. The promotion of eco-tourism, he said will be intensified without compromising on the country’s cultural values and heritage.
Education
The Gambian leader also outlined his vision for the Education sector, emphasising that in the years ahead, the Gambian people will not only have to catch-up with the advanced countries but to also strive to overtake them. However, he stressed that global trends dictate that to achieve this, education; training, science, and technology, as well as innovation must serve the axis for scaling up the development progress in the country.
“In this direction, the full and sustainable electrification of all our communities is indispensable. As we require digital communities capable of contributing to a knowledge-based economy and society; science and technology will dictate our pace of development,” he underscored.
To this end, the president declared 2012 “the Year of Science, Technology and Innovation. To commemorate this declaration, the president craved the indulgence of all sectors, institutions, municipalities and regional governors to work in collaboration with the Higher Education Ministry to implement the programme proposed in this regard.
“A national committee comprising the Ministries of Higher Education, Basic and Secondary Education, Finance and Economic Development, Information and Communication Technology, Energy and the University of The Gambia will lead this commemoration under the chairmanship of the minister of Higher Education and the vice chancellor of the UTG as vice chairman,” he disclosed.
He said that to complement this, they will engage themselves more vigorously in wealth creation through innovative entrepreneurship, skills acquisition, development and application as well as knowledge generation and innovation. “The education system will be made more responsive to these challenges and will design forward-looking programmes that anticipate challenges and produce quality scholars, graduates and leaders that are critical enough to search for and proffer solutions; not students who create problems and challenges that deter development,” he further stated.
The completion of the UTG Campus and the operations of both the Kanilai Institute of Science and Technology, and the ultra-modern Ndemban Skills Training Center during these five years, according to the Gambian leader, will bolster efforts geared towards the attainment of the country’s vision and lofty ideals.
Other sectors that will be boosted to enhance their contribution to national development, as outlined by President Jammeh include security, Judiciary, water sector, electricity and power generation, and Foreign Affairs, Trade, amongst others. The Gambian leader concluded by emphasising that only great personal sacrifice by all Gambians can quickly bring about the Economic Superpower Status.
He said: “The Gambia belongs to all, irrespective of our political or other affiliations. Accordingly, all Gambians, young and old alike, owe the solemn duty to the nation of making The Gambia a shining example to the world of how a small nation, through the hard work, honesty, patriotism, and the determination of its people can be transformed into an economic superpower.”
